After victories over Bath and Wasps, Gloucester were confident of a third straight win but were denied in London.
They trailed at the end of the first half 11-0 and soon went 18-0 behind thanks to a converted try at the start of the second half before mounting a comeback.
Gloucester dominated the last 25 minutes, particularly up front, but only had a Simon Amor try and Brad Davies conversion to show for their efforts.
"We are obviously very disappointed at the result and felt we were unlucky not to be awarded a penalty try at a very important stage of the match," said Academy coach Mark Hewitt.
"We were against a very strong wind in the first half and turned round 11-0 down. They scored again immediately after the break and left us a lot to do.
"Hopefully we will bounce back when we play Bristol on Monday."
Gloucester's next game is against their west country neighbours at Kingsholm next Monday at 7.30. Admission is free to season ticket holders and £5 for adults and £3 for juniors.
