Tries from Nathan Mauger and Adam Eustace in the first 12 minutes set the scene, but Leicester hit back with tries from Leon Lloyd and Ollie Smith, as well as 11 points from Andy Goode.
Gloucester threw everything at Leicester in the second half, and a 45th minute penalty from Henry Paul narrowed the score to 21-13.
But a lucky bounce against the post from a Goode grubber kick saw Daryl Gibson secure a touch down, and Andy Goode's conversion stretched the visitor's lead after 51 minutes.
Forrester made an impact when he came on for Balding after the score, but as Gloucester maintained possession, and the ball was played wide, the Leicester defence held out.
