Some stern defence prevented the home side from crossing the line, and Gloucester had to settle for 3 points from the boot of scrum half Reece Boughton when referee Phil Watters awarded a penalty under the posts.
From the restart Gloucester failed to exit their 22 successfully, and found themselves unnecessarily under pressure.
After a series of set piece situations a clearance kick that missed touch cost the Cherry and Whites dear, when the visiting number 12, Eldon Myers, counter attacked to score in the corner to make the score line 5-3 with only ten minutes gone.
From the restart, Gloucester found themselves once again with key field position and applying pressure deep inside the Falcons' 22.
A series of defensive penalties lead to Newcastle's Ollie Hodgson being sent to the sin bin for a breakdown offence. Minutes later the pressure finally told, and Gloucester wing and St Peters School pupil Robson Skipsey went over in the corner to make it Gloucester 8 Newcastle 3.
After some good attacking exchanges from both teams it was Newcastle's turn to strike. A right field scrum set a platform for U18 England fullback Zach Kibirige to swoop down the blindside and snatch the lead back for the Falcons making the half time score 10 points to 8.
Falcons extended their lead at the beginning of the first half with a short range penalty from fly half Craig Willis.
It was then the turn of the home side's fullback to strike, after another spell of sustained pressure, which saw the Gloucester pack hammer away at the visitors try line.
Newcastle's stern defence finally cracked when Will Hayward, who was solid at the back throughout the 70 minutes, made a good outside break to fend off a flailing tackler to bring the young Cherry and Whites level on the score board.
The next spell of play proved costly for Gloucester and the visitors cashed in with 10 points through another penalty shot at goal, and an interception try which was well picked off by the Falcons right wing Sean Brown.
With 15 minutes left on the clock, Gloucester, despite controlling large parts of the game found themselves 10 points behind.
A ferocious fight back started and Gloucester's determination was evident through their intensity and urgency.
First fly half and Dean Close pupil Tiff Eden coolly slotted a penalty, before Matson's Ryan Charles, who had an excellent game at hooker crossed the line from a catch and drive. The conversion was still needed, and Eden kept his cool to bring the game to a stalemate.
An exciting end was to follow, and neither team was happy to settle for a draw, keeping the ball in play and attacking end to end. It was not to be and a break in play saw Watters bring the game to an close.
Junior Academy Coach Simon Lane was encouraged after the game:
"We are still largely a young side, with only one of our outside backs Tiff Eden being U18. Tiff has led well in the last couple of games, and it was pleasing to finish the game so strongly with two U16 backs, Jo Gare and Ollie Thorley, on the field.
"There were some very mature performances from the older members of the group and they have given the younger guys the confidence to play some quality rugby.
"We will make mistakes, we accept that to a certain extent. But the important thing is that we have learned some valuable lessons from all of our fixtures, and we are excited to think where we could get to as a group in the next 18 months."
Gloucester have two fixtures next week, with the U17 group due to play England U16's on Thursday 14th Feb at Hartpury College (kick off 2.30pm), which will be followed by the final U18 group game away to Sale Sharks on Friday 15th Feb.
