Burns, who made his England debut against New Zealand in the autumn, injured a knee against Mont-de-Marsan in the Amlin Challenge Cup and has not featured in the RBS Six Nations to date.
Morgan started the win over Scotland at Twickenham before injuring his ankle. Twelvetrees has started both England games to date.
