Dean Ryan's side will travel to Cardiff on Saturday, August 25 at 2.30pm and then to Ravenhill to play Ulster on Saturday, September 8 (5.30pm).
"We are really pleased to get these two high-quality pre-season games confirmed and believe they will be the ideal build up to the start of the Premiership," said head coach Dean Ryan.
"There was a possibility of a third fixture but with the number of players away from the club at that time we felt it was prudent to cut the games down.
"But these two opponents will replicate the type of intensity and physicality we will come up against when the Premiership gets underway."
Because of the South Stand development work at Kingsholm there will be no home pre-season games this season.
Fixtures: Cardiff v Gloucester, Saturday, August 25 (2.30pm), Ulster v Gloucester, Saturday, September 8 (5.30pm).
